Formula
DD = Degrees + Minutes/60 + Seconds/3600Degrees = whole number of degrees (0-90 for lat, 0-180 for lon)
Minutes = arc minutes (0-59), each equal to 1/60 of a degree
Seconds = arc seconds (0-59.99), each equal to 1/3600 of a degree
